Inner Line Permit (ILP) Required for Itanagar
All domestic Indian citizens residing outside the state must obtain an approved Inner Line Permit (ILP) prior to entering Itanagar. Foreign travelers require a Protected Area Permit (PAP) or local registration.

ILP Required: Itanagar is in Arunachal Pradesh. Indian citizens need an Inner Line Permit (ILP). Apply online at eilp.arunachal.gov.in or arunachalilp.com (fee: ₹300 up to 3 days, ₹500 beyond 3 days up to 14 days). Foreign nationals need a Protected Area Permit (PAP, US$ 50). The permit is checked at Donyi Polo Airport arrival gates, Naharlagun Railway Station, or road checkposts at Banderdewa, Gumto, and Hollongi.
