Inner Line Permit (ILP) Required for Arunachal Pradesh
All domestic Indian citizens residing outside the state must obtain an approved Inner Line Permit (ILP) prior to entering Arunachal Pradesh. Foreign travelers require a Protected Area Permit (PAP) or local registration.

Travel permits are mandatory for every visitor entering Arunachal Pradesh. Due to international border sensitivities, permit regulations are strictly enforced at all boundary check gates:
1. Inner Line Permit (ILP) — Domestic Indian Citizens
Required for all Indian nationals not permanent residents of Arunachal Pradesh. Can be applied for online via the official government portal (eilp.arunachal.gov.in or arunachalilp.com). Standard eILP processing takes 24–48 hours (fee: ₹300 for up to 3 days, ₹500 for beyond 3 days up to 14 days). Offline permits can also be obtained at designated facilitation counters in Guwahati, Tezpur, Kolkata, or New Delhi.
2. Protected Area Permit (PAP) — Foreign Nationals
Foreign tourists (non-Indian passport holders) require a Protected Area Permit (PAP) issued under Ministry of Home Affairs regulations. Key criteria include: mandatory travel in a group of minimum 2 foreign nationals, booking through a recognized, government-registered local tour operator, and payment of the US$ 50 per person permit fee (valid for 30 days on approved circuits). Applications are submitted via the Deputy Resident Commissioner (DRC) Office in Guwahati, Resident Commissioner Office in New Delhi, MHA, or Indian Diplomatic Missions abroad.
3. Special Border Permits for Bum La Pass & Sangestar Tso
Visits to Bum La Pass (15,200 ft on the LAC border) and Sangestar Tso (Madhuri Lake) in Tawang require special clearance: first an NOC from the Deputy Commissioner (DC) Office in Tawang, followed by counter-signing and stamping at the Indian Army Brigade Headquarters in Tawang.
