Inner Line Permit (ILP) Required for Dzukou Valley
All domestic Indian citizens residing outside the state must obtain an approved Inner Line Permit (ILP) prior to entering Dzukou Valley. Foreign travelers require a Protected Area Permit (PAP) or local registration.

Travel to Dzukou Valley is regulated under statutory government entry regimes and local indigenous community conservation authorities:
1. Domestic Indian Citizens — Nagaland Inner Line Permit (ILP)
Under the Bengal Eastern Frontier Regulation (BEFR) 1873, all domestic Indian travelers who are not indigenous permanent residents of Nagaland must possess a valid Inner Line Permit (ILP) before entering Kohima District and the Dzukou Valley trailheads.
- Official Application Portal: Apply online at ilp.nagaland.gov.in.
- Permit Fees: Tourist ILP is ₹200 per person for domestic tourists (30 days validity) and ₹500 for foreign tourists (plus nominal gateway charges).
- Required Documents: Scanned passport-size photograph, valid government ID proof (Aadhaar Card, Passport, Voter ID), and local tour/hotel confirmation details.
- Inspection Points: Physical printed copies of your approved e-ILP must be presented at the Chumoukedima check gate along NH29 and at police checkposts south of Kohima.
2. Foreign Nationals — Passports, Visas & FRO Registration
Foreign tourists (holding non-Indian passports) are welcomed in Nagaland under relaxed Ministry of Home Affairs (MHA) guidelines:
- Protected Area Permit (PAP) Exemption: General foreign tourists do NOT require a prior PAP permit to visit Dzukou Valley or Kohima District.
- Mandatory FRO Registration: Foreign passport holders must complete routine registration with the Foreigners Registration Officer (FRO) / Senior SP Office in Kohima within 24 hours of arrival in the district. Base village homestays and tour operators assist with this standard paperwork.
- Restricted Nationalities: Passport holders from Pakistan, China, and Afghanistan (and foreign nationals of Pakistani/Chinese origin) require prior written security clearance and approval directly from the Ministry of Home Affairs (MHA), Government of India.
3. Southern Angami Youth Organisation (SAYO) Community Entry & Rest House Fees
Dzukou Valley is stewarded and protected by the Southern Angami Youth Organisation (SAYO) under customary Angami Naga tribal ownership. All visitors must register at the SAYO entry kiosk at Viswema or Jakhama trailheads and pay standard conservation tariffs:
- SAYO Entry Fee: ₹100 per person for Indian nationals; ₹500 per person for foreign nationals; ₹50 per person for bona fide students (with valid ID).
- Rest House Dormitory Fee: ₹100 per person per night for wooden floor sleeping space inside the common hall.
- VIP Room Tariff: ₹800 – ₹1,200 per room per night (subject to availability; 2 basic private rooms exist).
- Tent Pitching Tariff: ₹200 per tent per night (for pitching personal tents on the rest house camping grounds).
- Blanket & Mat Rental: Woolen blankets at ₹100 each per night; foam sleeping mats at ₹50 each per night.
- Commercial Video / Documentary Camera Fee: ₹500 – ₹3,000 (depending on commercial equipment).
- Plastic Security Deposit: SAYO enforces a mandatory ₹50 – ₹100 refundable plastic security deposit at the entry gate. All disposable plastic bottles and food packets are logged upon entry and must be presented for inspection upon exit to claim your refund.
