Inner Line Permit (ILP) Required for Bomdila
All domestic Indian citizens residing outside the state must obtain an approved Inner Line Permit (ILP) prior to entering Bomdila. Foreign travelers require a Protected Area Permit (PAP) or local registration.

Mandatory Entry Regulations for Arunachal Pradesh: Because Bomdila lies within a sensitive border state, travel is regulated by strict statutory permits:
1. Inner Line Permit (ILP) — For Indian Citizens
Every non-resident Indian national requires an Inner Line Permit under the Bengal Eastern Frontier Regulation of 1873:
- Online Application: Apply via the official government portal at eilp.arunachal.gov.in or arunachalilp.com.
- Fees: Tourist e-ILP is ₹300 for up to 3 days and ₹500 for beyond 3 days up to 14 days (processed in 24–48 hours).
- Required Documents: Valid Government Photo ID (Aadhaar Card, Voter ID, or Passport) and a recent passport-sized photograph.
- Verification: Physical printouts of the approved e-ILP must be presented along with original photo IDs at the Bhalukpong Check Gate.
2. Protected Area Permit (PAP) — For Foreign Nationals
All foreign passport holders require a Protected Area Permit under the Foreigners (Protected Areas) Order 1958:
- Eligibility: Foreigners must travel in a minimum group of 2 persons booked through an authorized, government-registered tour operator.
- Fee & Validity: US$ 50 per person; valid for up to 30 days for specified circuits.
- Issuing Authority: Ministry of Home Affairs (MHA), Government of India, or the Resident Commissioner offices in New Delhi and Kolkata.
