Inner Line Permit (ILP) Required for Dzuleke

1. Domestic Indian Citizens — Inner Line Permit (ILP)
Under the Eastern Bengal Frontier Regulation of 1873, all domestic Indian visitors from outside Nagaland must possess a valid Inner Line Permit (ILP).
- How to Apply: Apply online at the official portal: ilp.nagaland.gov.in or in person at Nagaland Houses in New Delhi, Kolkata, Guwahati, or Shillong, as well as the Dimapur Deputy Commissioner (DC) Office.
- Processing Time & Fees: Online e-ILP is typically processed within 24 to 48 hours (₹200 fee for domestic tourists, ₹500 for foreign tourists, plus payment gateway charges).
- Validity: 30 days for standard tourist visits, extendable upon request.
2. International Travelers — Foreigner Registration
Protected Area Permit (PAP) requirements have been relaxed for most foreign nationals visiting Nagaland (except citizens of China, Pakistan, and Afghanistan, who require prior Ministry of Home Affairs clearance).
- Mandatory FRO Registration: All foreign passport holders must register with the local Foreigners Registration Officer (FRO) / Superintendent of Police (SP) Office in Kohima or Dimapur within 24 hours of arrival.
3. Village Eco-Conservation Fee
The Dzuleke Eco-Tourism Board (DETB) collects a nominal eco-conservation fee (₹50 for Indian nationals / ₹100 for foreign visitors) at the village entry information kiosk. This fee directly finances community trail maintenance, litter management, and forest protection patrols.
