Inner Line Permit (ILP) Required for Shergaon
All domestic Indian citizens residing outside the state must obtain an approved Inner Line Permit (ILP) prior to entering Shergaon. Foreign travelers require a Protected Area Permit (PAP) or local registration.

Because Shergaon is located within Arunachal Pradesh, all travelers must possess mandatory government entry permits prior to crossing the state border:
1. Inner Line Permit (ILP) — Domestic Indian Citizens
- Requirement: Mandatory for all Indian citizens not residing permanently in Arunachal Pradesh under the Bengal Eastern Frontier Regulation of 1873.
- Application Portal: Apply online at eilp.arunachal.gov.in or arunachalilp.com.
- Processing Time & Fees: Tourist e-ILP costs ₹300 for up to 3 days and ₹500 for beyond 3 days up to 14 days (issued within 24–48 hours).
- Documents: Scanned passport photograph and valid government photo ID (Aadhaar card, Voter ID, or Passport).
- Checkpoint Verification: Carry printed physical copies of your e-ILP for stamping at the Balemu or Bhalukpong border check gates.
2. Protected Area Permit (PAP) — Foreign Passport Holders
- Requirement: Mandatory for all foreign nationals under the Foreigners (Protected Areas) Order 1958.
- Conditions: Must travel in a minimum group of 2 persons accompanied by a registered Indian tour operator.
- Fee & Validity: US$ 50 per person, valid for 30 days. Nezo handles complete PAP facilitation for international guests.
3. Wildlife Sanctuary Passes (Eaglenest)
Excursions into Eaglenest Wildlife Sanctuary require entry passes and vehicle permits issued by the Department of Environment & Forests, Government of Arunachal Pradesh, at the sanctuary entry gates (arranged in advance through your local guide or homestay host).
