Inner Line Permit (ILP) Required for Bhalukpong
All domestic Indian citizens residing outside the state must obtain an approved Inner Line Permit (ILP) prior to entering Bhalukpong. Foreign travelers require a Protected Area Permit (PAP) or local registration.

Inner Line Permit (ILP) Regulations:
Bhalukpong is the primary border entry checkpoint into West Kameng District of Arunachal Pradesh. Under the Bengal Eastern Frontier Regulation (BEFR) 1873, entry into Arunachal Pradesh is legally regulated:
- Domestic Indian Travelers: Must obtain an Inner Line Permit (ILP) before arrival. Apply online at the official state government portal eilp.arunachal.gov.in or arunachalilp.com. Standard tourist e-ILP processing takes 24–48 hours (fee: ₹300 for up to 3 days, ₹500 for beyond 3 days up to 14 days).
- Foreign Nationals: Must obtain a Protected Area Permit (PAP) issued by the Ministry of Home Affairs (MHA) or Arunachal Pradesh Resident Commissioner offices in Delhi, Kolkata, or Guwahati. Foreign tourists must travel in minimum groups of two or through authorized local tour operators (valid for 30 days, fee: $50 USD equivalent).
- Checkpoint Verification Protocol: All vehicles must halt at the Bhalukpong Border Check Post. Travelers must disembark and present printed paper copies of their approved e-ILP along with original government photo IDs (Aadhaar, Voter ID, Passport). Digital smartphone screen displays are not accepted by police loggers.
