Inner Line Permit (ILP) Required for Dirang
All domestic Indian citizens residing outside the state must obtain an approved Inner Line Permit (ILP) prior to entering Dirang. Foreign travelers require a Protected Area Permit (PAP) or local registration.

Mandatory Entry Regulations for Dirang & Arunachal Pradesh:
- Inner Line Permit (ILP) — Domestic Indian Citizens: Legally mandatory under the Bengal Eastern Frontier Regulation of 1873. Apply online via the official portal at eilp.arunachal.gov.in or arunachalilp.com. Tourist e-ILP costs ₹300 per person for up to 3 days and ₹500 for beyond 3 days up to 14 days (24–48 hr online processing). Carry printed physical copies for inspection at Bhalukpong or Balemu gates.
- Protected Area Permit (PAP) — Foreign Nationals: Mandatory for all foreign passport holders under the Foreigners (Protected Areas) Order 1958. Foreign visitors must travel in a minimum group of two persons booked through a recognized Indian tour operator. The permit fee is USD $50 per person, valid for 30 days.
