1. Domestic Indian Citizens — Inner Line Permit (ILP)
Under the Eastern Bengal Frontier Regulation of 1873, all domestic Indian citizens residing outside Nagaland must possess a valid Inner Line Permit (ILP) to enter the state.
- How to Apply: Apply online at the official state portal: ilp.nagaland.gov.in or in person at Nagaland Houses in New Delhi, Kolkata, Guwahati, or Shillong, as well as the Dimapur DC Office.
- Processing Time & Fees: Online e-ILP is typically approved within 24 to 48 hours for an official fee of ₹200 for domestic tourists (and ₹500 for foreign tourists, plus nominal payment gateway charges).
- Validity: Standard tourist ILP is valid for 30 days, extendable on request.
2. International Travelers — Foreigner Registration (FRO)
Protected Area Permit (PAP) rules have been relaxed for most foreign passport holders visiting Nagaland (with the exception of nationals from China, Pakistan, and Afghanistan, who require prior MHA approval).
- FRO Registration: All foreign visitors must register with the Foreigners Registration Officer (FRO) / SP Office in Kohima or Dimapur within 24 hours of arrival in Nagaland.
3. Khonoma Village Eco-Development Fee
The Khonoma Village Council / Tourism Development Board collects a nominal eco-development entry fee (₹50 for Indian citizens / ₹100 for foreign visitors) at the village entrance kiosk. This revenue directly finances local school maintenance, trail repairs, and KNCTS sanctuary forest patrols.
